党的十八大以来,党中央深刻回答了为什么建设人才强国、什么是人才强国、怎样建设人才强国的重大理论和实践问题,提出了一系列新理念新战略新举措。
Since 18th CPC National Congress in 2012,the Central committee has answered a series of important theoretical and practical questions about building a talent- strong country, including why and how to achieve it. It has put forward a new version, a new strategy and a range of measures for talent development.
一是坚持党对人才工作的全面领导。这是做好人才工作的根本保证。千秋基业,人才为本。党管人才就是党要领导实施人才强国战略、推进高水平科技自立自强,加强对人才工作的政治引领,全方位支持人才、帮助人才,千方百计造就人才、成就人才,以识才的慧眼、爱才的诚意、用才的胆识、容才的雅量、聚才的良方,着力把党内和党外、国内和国外各方面优秀人才集聚到党和人民的伟大奋斗中来,努力建设一支规模宏大、结构合理、素质优良的人才队伍。
First, we should uphold the Party's overall leadership over talent-related work. This is the fundamental guarantee for developing a contingent of people of high caliber.
The future of a country depends on talent. By exercising leadership over the management and development of talent, the Party should strengthen self- reliance in science and technology through the strategy of building a talent-strong country. We should provide strong political guidance as well as all-round support and assistance, and explore our avenues to nurture talent. We should value talented people, select them, put them in suitable posts, and stay engaged with them. This will enable us to attract capable people from both within and outside the Party and from both China and abroad to join us in the great cause of the Party and the people. We must train the right combination of high-caliber people in large numbers.
二是坚持人才引领发展的战略地位。这是做好人才工作的重大战略。人才是创新的第一资源, 人才资源是我国在激烈的国际竞争中的重要力量和显著优势。创新驱动本质上是人才驱动,立足新发展阶段、贯彻新发展理念、构建新发展格局、推动高质最发展,必须把人才资源开发放在最优先位置,大力建设成略人才力量,着力夯实创新发展人才基础。
Second, we should ensure that talent plays a strategic role in driving development, which is a major strategy for building a continent of people of high caliber.
Talent is the primary driver of innovation. Talented people are a key strength that will enable China to prevail in fierce international competition. Innovation-driven development is, in essence, talent- driven development. As we are in the new development stage, we should apply the new development philosophy, create a new development dynamic, and promote high-quality development. In pursuing this goal, we must give top priority to human resources, cultivate a strategic talent pool, and thus lay a solid foundation for innovation-driven development.
三是坚持面向世界科技前沿、面向经济主成场、面向国家重大需求、面向人民生命健康。这是做好人才工作的目标方向。必须支持和鼓励广大科学家和科技工作者紧跟世界科技发展大势,对标流水平,根据国家发展急迫需要和长远需求,敢于提出新理论、开辟新领域、探索新路径,多出战略性、关键性重大科技成果,不断攻克“卡脖子”关键核心技术,不断向科学技术广度和深度进军,把论文写在祖国大地上,把科技成果应用在实现社会主义现代化的伟大事业中。
Third, we should target global scientific and technological frontiers, serve the economy, meet major national needs, and strive to improve people's lives and health. This is the goal for developing a contigent of people of high caliber.
We must support and encourage our scientists and engineers to keep abreast of global advances in science and technology and achieve first-class research outcomes. To meet the urgent and long-term needs of China's development, they should boldly put forward new theories, explore new frontiers, and map out new routes. They should deliver more outcomes of strategic significance in key fields, and make breakthroughs in developing core technologies. They should explore The unknown in science and technology, and apply research findings to socialist modernization.
四是坚持全方位培养用好人才。这是做好人才工作的重点任务。必须坚定人才培养自信,造就一流科技领军人才和创新团队,培养具有国际竞争力的青年科技人才后备军,用好用活人才,大胆使用青年人才,激发创新活力,放开视野选人才、不拘一格用人才。
Fourth, we should provide well-rounded training for talent and tap into their full potential. This is the top priority in developing a contingent of the people of high caliber.
We must be confident in our capacity to nurture talent, develop top-notch personnel and teams for innovation, and cultivate a reserve of young scientists and engineers who are internationally competitive. We should assign talent to suitable posts, and make sure they are managed, supported and rewarded in the right ways. We should promote competent young people, and give full play to their creativity and capacity for innovation. We must broaden our vision in selecting talent and put them in the right posts regardless of their background.
五是坚持深化人才发展体制机制改革。这是做好人才工作的重要保障。必须破除人才培养、使用、评价、服务、支持、激励等方面的体制机制障碍,破除“四唯”现象,向用人主体授权,为人才松绑,把我国制度优势转化为人才优势、科技竞争优势,加快形成有利于人才成长的培养机制、有利于人尽其才的使用机制、有利于人才各展其能的激励机制、有利于人才脱颖而出的竞争机制,把人才从科研管理的各种形式主义、官僚主义的束缚中解放出来。
Fifth, we should expand the institutional reform of talent development. This is an important guarantee for developing a contigent of people of high caliber.
We must remove all institutional barriers in training, posting, evaluating, supporting and incentivizing talent. We should discard the criteria that overemphasize research papers, academic titles, educational backgrounds, and awards. Instead, we should give more say to employers, and create an accommodating environment for talent development. We should turn our institutional strengths into competitive strengths in talent and technology. We should put in place effective training, hiring, incentive and competition mechanisms that enable talent to pursue excellence. We should free researchers from pointless formalities and bureaucratic constraints in their work.
六是坚持聚天下英才而用之。这是做好人才工作的基本要求。中国发展需要世界人才的参与,中国发展也为世界人才提供机遇。必须实行更加积极、更加开放、更加有效的人才引进政策,用好全球创新资源,精准引进急需紧缺人才形成具有吸引力和国际竞争力的人才制度体系,加快建设世界重要人才中心和创新高地。
Sixth, we should search for the best minds and give full rein to their expertise, which is crucial for developing a continent of people of high caliber.
China welcomes talent from all countries to participate in its development and offers opportunities for their career development. We should introduce talent recruitment policies that are more robust, open and effective, make the best use of innovative resources across the world, and adopt targeted measures to bring in a urgently needed talent. We should develop an institutional framework that is appealing and internationally competitive. We should move faster to build China into a global talent and innovation center.
七是坚持营造识才爱才敬才用才的环境。这是做好人才工作的社会条件。必须积极营造尊重人才、求贤若渴的社会环境,公正平等、竞争择优的制度环境,待遇适当、保障有力的生活环境,为人才心无旁骛钻研业务创造良好条件,在全社会营造鼓励大胆创新、勇于创新、包容创新的良好氛围。
Seventh, we should create an enabling environment for identifying, respecting, cherishing and giving full play to talent, which will create the social conditions necessary for developing a contingent of people of high caliber.
We must foster a social environment of respecting and valuing talent, and institutional environment that promotes fairness and equality and that facilitates the selection of the best among competitors, and a living environment with satisfactory support and appropriate benefits. In short, we should create the best conditions possible for talent to fully devote themselves to their work, and foster a culture that encourages creativity and innovation throughout society.
八是坚持弘扬科学家精神。这是做好人才工作的精神引领和思想保证。必须弘扬胸怀祖国、服务人民的爱国精神,勇攀高峰、敢为人先的创新精神,追求真理、严谨治学的求实精神,淡泊名利、潜心研究的奉献精神,集智攻关、团结协作的协同精神,甘为人梯、奖掖后学的育人精神,教育引导各类人才矢志爱国奋斗、锐意开拓创新。
Eighth, we should promote the ethos of scientists as a source of inspiration for developing a contingent people of high caliber.
We should champion patriotism expressed by honoring the country and serving the people. We should pursue innovation by meeting challenges and breaking new ground. We should advocate a truth-seeking approach and a scrupulous attitude to scholarly work. We should encourage dedication and commitment and resist the temptations of fame and fortune. We should encourage teamwork and collaboration to pool wisdom to tackle tough problems. We should encourage seasoned talent to impart their knowledge and experience to help young people achieve success. We should inspire people in various sectors to blaze new trials for innovation and work hard for the country.
